We only played this once, and I don't remember that much, but these rules are a mix of AK47 by Peter Pig and Stargrunt II by Ground Zero Games (especially 'borrowing' the dice up-/downgrade mechanic). I remember a very flexible list building.
Hammer Wargames seems to have been a quite short lived indie wargames one man show in the mid to late 2000s.
